balance the fighting between teams

From my experience: We are attacked by teams that are leaps and bounds ahead of us.. roughly, we lose 300 to 400 exp. Sometimes we are even attacked by the same team more than once a week. I, in turn, target teams that gain us 500-700 exp so we constantly move up a little even losing fights.
Now, this may mean I attack the same team several times over the course of a month, but it does not mean I am necessarily picking on a specific team. I am targeting exp points, not team names. I do know that we cannot attack the same team two days in a row.. now, the solution to your problem I think would be to ask for a larger gap before the same team can attack you.. Say, 3 days or 4.. maybe even once a week.
I don't think anyone deliberately attacks a specific team constantly (in most cases, in some I am sure they do). However, I do believe we all target fights we can win. That can't be helped. Its part of the game.
Just my two cents.

My input.
I wonder if it is normal if a team attack only yours, for more than a month? It's normal. You can attack the same team 13-15 times a month.Should not there be a limit for abuses of this kind? There's a limit, as Dwerp stated, that you can't attack the same team for two consecutive days. However, I don't think there's abuse. What I don't like is that someone obsesses and dedicates to bother you constantly, especially now that there is no reason as there are no tournaments between teams. Well, is there any other way to show that you're team deserves to be recognized more? Also, for someone that's "obsessed" with your team may like your team for a private reason. And that becomes humiliating. I think there should be some solution to this problem... Can't do much now. It has been this way for a few years, and it's not a huge problem as earning donuts (R.I.P.).

This private reason is the problem

okay lessons to be learned today
many teams "want a safe choice" so they can get their real target ( as they can't attack a team twice in the row, they must get a team in between ) and sometimes if they have an open slot on trophies, if you are without a trophy, it means they can win and not fill the slot and next day be able to get a more desirable trophy that is not currently available to attack
it might be many times a blessing in disguise to be attacked by a big team as it means you lose a small amount of points instead of a big amount if someone else who is closer to you attacks you, also note that if you have 1 or more trophies, and you get attacked by a big team with full slots in trophies, they also protecting your trophies and you not attacked by a team that might get a trophy from your team.
most of the times is not about "teams being bullies to your team" but about strategy

If this a Private reason why get attacked non-stop, then I agree, it is an issue. (I enjoy it). But I play on US3, so, I can't attack "useless" team just because I have issues.
As Cintella said, the lower the numbers, the uglier it gets, because it is in our ugly human nature, we want to be first.I disagree, but the world ...
But I agree, having a choice, could make it easier. But only for a while! (If you are playing for fun, then you need to choose single player game. In MP strongest want to be stronger and they don't give a crap about democracy/socialism!!! --- it is DICTATORSHIP!!!)
It is said, I agree.
... and then one asks, why we live the way we live....
&%^$&#*$%!!! ... honestly....!!!

Here is a trick question:
Private reason: I attack you to the kingdom come.
And/or I choose you to unite with to pummel another team to that same "kingdom".
What would you chose?
Me, going ballistic on you or both of going ballistic on others? (without me, you will die)
...
I like deep thoughts
PS: there are ways to play around the same game. It is always the same game. What do you do when you get on top? How would you play?
That is a question... and we all know the answer

I have to agree with some of the others. Most people who set a fight are looking for something---could be honor points, could be trophies or could be something else.
It seems you are trying to address more of an obsession with your team. This happens sometimes. I find that two things work in this instance. 1-- Ignore them. They are mostly doing it for attention. Let that well dry up and they will leave.
2--Get stronger than them. Only sure fire way to stop an attack.
