Just a quick question, if i already have 50% booster on missions, and leader/advisor buys the mission booster, will it lay ontop of my 50% making it 60% ?

They do indeed stack in addition to your current boosters.

Will this be a permanent feature or is it just for the Easter event? The Easter basket icon has us all wondering

It's not an easter basket, if you look closely it contains the icons for the boosters. So i would guess they are permanent.
