Hi there!

Yes, the modification will stay attached upon whipstitching or upon using the washing machine. As a matter of fact, I don't think there is a way you could deattach or lose a modification from an item once you have attached it. It can only be replaced by attaching another modification on the said item instead.

If you have an item modification equipped on an item before you whipstich it, do you still keep the modification or do you lose it?
