Does anyone have any info on seasons mods? Are they effected by the level of your workshop or just your level?

Season mods are rewards for exact values of season points reached - you always have part of season set as reward in free/season pass row of rewards and there goes modification for each part of set (either item from set in free and mod in pass, or opposite way). Mods are always epic.
And I checked my workshop today (could not earlier because of upgrading) and to answer that primary question - yes, it looks like that workshop level counts to season mod values of skills (now my workshop says max total mods points are like 1100 and epic belt mod I picked as reward has numbers exactly like that).
