I need to kick the hackers out of the neighborhood, but I've never found them. Is it a battle, or a wait?

I think the missions keep refreshing everytime u complete them try completing other missions in the zone

Some of the mission deeds are harder to complete than others because they appear less often...
The way I completed my mission deeds was to start in zone one and complete all of the deeds before I moved on to zone two, and so on... some deeds took a week plus, and others only 2 or 3 days... it just depends on how often it appears...
