Anyone know where it is?

It's on the Special Missions page, behind the left arrow button.  You can just barely see the corners of the paper behind the arrow button.  Click on the button to scroll through the missions until you've scrolled back to the first mission, then the design paper will appear so you can click on it.

I found where the first item is on the US4 server, so I went to go get it on the US3 server, and it wasn’t there.

Nvm, I closed the app and reopened it and it was there.
