Is there one and if there is what is it?
schedules of villains are not able reveal at times, are revealed at HC (of villains) or special events as *easter*, *halloween*....and other events!!!

There is a schedule if the following applies:
1) Herocon is Villain Attacks - Click the tiny question mark that is beside the herocon task and you will see the times in your time zone or mouse over the herocon icon
2) If there is an event that requires the villain - such as Easter, Christmas. - click on the tiny question mark or mouse over the event icon
Other than these there are no schedules for them. But if you really want them a lot, just play after server reset, you will hardly find them during normal North American wake hours
