I think it is up to the original poster to decide if they feel the thread has gone off the rails, in which case they could alert a mod who could splinter it into another discussion if they felt is was warranted. but sometimes a thread's original subject is discussed then it meanders and sometimes it comes back to the original discussion. Meandering is not always a bad thing either.
