You have a chance to get one free when your team successfully defeats a gang fight. You also have a shot at one if you're in the top ten of a villain. You can always refresh the store to find one and sometimes you can get them from missions.

You also have to be level 60 before you get a "pet"/ sidekick. Once you've reached level 60, you automatically get 1 free.

You can purchase pets in the second hand shop. Either individual pets or thru epic surpise boxes. But I tell people to just have a little patience. Only buy a pet if it is just one you can't live without. The reason is as you progress in the game and are playing well the game will begin just throwing those things at you. It may not happen that way for everyone, but it was so in my experiences. I tried counting how many I had and started going cross eyed so I don't even bother anymore. Keep playing regularly and play well and they will start rolling in at some point.
