Okay, so in a surprise move, the other day the previous leader of my team stepped down and gave me the slot. I was thrilled, and decided that since it was now my team to lead, I'd make a few constructive changes. This was all well and good, but there's a lot I still don't know about being a team leader. If I recall correctly, when I was sending out applications for teams the message would be made out to the team leader. Since I took the position, two new members have been added to the team, but I didn't receive any mail with an invitation. I know it's possible that one of the advisors sent the invitation without the person applying, but is it also possible that the application messages are going to the old leader instead of me? Is there some place in the team interface where I can view applications? I'm still new to this, and these answers could help me out a lot. Thanks.

the advisors were able to send out invitations, which the players in question were able to accept.
its exactly the same process you have to follow as well as leader

the ingame apllication messages you receive as leader, merely make it easy for you, since they show an "invite" button
(as opposed to "accept" button.

no application mails are sent to the old leader.

It is posible that it could go the the past leader because he payed the 500 coins to start the team, but however if he is no longer part of the team and your the only leader it will go to you but as you said it is possible that a Team Advisor could of invited them. I am also a Team Advisor to th Justice Leage and I have send out many invetations to members!
