The golden frame is a hint for special epic items, introduced by patch from 2016-08-23

Special epic items have more stat points than normal epic items. But if you use set-items, they have less skills.

I've ;looked all over the forum but can't find the answer to this question: What does the gold box around some pieces of equipment mean?
