what does gold rim around an item mean ?

some items have a gold rim ( ring) ( outline) around them.  I thought that was for epic items but  i've seen the gold rim around a common item recently.   What does the gold outline mean ?

was the "common item"  with the "purple outline"?

 

some people have used sewing machines to modified items that are epic into "regular items" but they maintain the purple outline around the item

 

because never seen a common item at the shop with gold ring around the icon of it

Also, I have seen both purple w/o gold rim and w/ gold rim. What is the difference?

well , looks like we may not find out ,    one member on my team has epic missiles with a gold outline.  yes , the fuzzy purple color around the item means epic i believe , but ,   the   thick gold rim around the square that holds the item is a mystery still 

 

One person said they thought is was a  "special" epic item  ????   bt does not seem  to be worth more skill points so what is "special" about them ?

This is in the patch notes of August 23 2016 and Sept 13, 2016:

 

Special Epic Items
• Special epic items are now highlighted by a more recognizable visual effect in their item slot.

 

Special Epic Items
• Special epic items have are now available in the game.
• These items can be found by players who reached at least level 100.
• Special epic items are visually highlighted in the item slot.
• Special epic items have more stat points than normal epic items.

all items would be "extra special  items" and usually epic

 

EXCEPT

 

some missiles who even thought they would be ringed and be more powerful than their counterparts without it, in the description will say "common item" and don't have the purple highlight

 

my character Centellita in us3 has one like that

I am not an expert, but I've come up with my own theory.

 

First Facts: I just recently received my first gold border item. It is a missile stack. It is more powerful than anything I can obtain from the second hand shop and more powerful than a missile stack I got as a mission/special mission reward.

 

Second Facts: I've seen gold border items for other players, most are at lower levels. The items that are gold border are usually the ones that are available from the premium shop.

 

Inference: If I put in donuts on the Premium Shop, I expect to get the best items available to my character [at the level that character is at]. If my gold border missiles are the best I can get at my level, then perhaps the gold border is an indicator that my item is a "twink"; that is, one of those items that twinkle because it is the best that you can get at that particular level. 

 

Counterargument test: After I level up, I would presume there should be a check to remove gold borders from items that are less than 'twinkly' but if not, that's okay, too; intimidation by gold border is its own reward. 

 

In any case, any information that corroborates gold borders being "the best that you can get" would be appreciated. Any facts to debunk this weird theory are also appreciated.

There is no EDIT option...

 

I also wanted to know if someone tried to whipstitch a gold border item. The game has certain information that it might reveal with an error message if such a message comes up. 

 

I know that trying to whipstitch a projectile comes up with a "projectiles can't be whipstitched" message, so maybe try whipstitching a non-projectile gold border item...

as far as I know, taking aside missiles, only licensed items can't be whipstitched, ( as in the old deleted zorro and Mib, and current ghostbusters, flash gordon )

 

and you can't whipstitched into a "higher item"

 

thus an normal one can't be done into rare or epic, rare can't into epic

 

the "special" I think are epic almost all the time, so they go under same "epic rules"

 

and I have seen friends whipstitch the ironic set ( ones you get for top on villains attacks or last attack ) even thought they are gold ringed
